About The Team

We are building a procurement team that is forward-thinking, collaborative and confident in driving change.

Our vision is to create a function that is not just about compliance, but about adding real value to our stakeholders. We want to be known for solving problems creatively, influencing outcomes and delivering smarter, more sustainable solutions for the communities we serve.

Over the past year, we have significantly strengthened our procurement capability, improving governance, contract management, commercial oversight and strategic planning across Gloucestershire Fire & Rescue Service. Procurement is increasingly involved at the earliest stages of planning and decision-making, providing commercial advice, governance support and assurance across a growing portfolio of activity. This is an exciting time to join a team that is becoming an increasingly important part of organisational success.

We've recruited some fantastic people and built a strong foundation, but we're now looking for one final piece of the puzzle.

We're looking for someone who wants to help shape the future of procurement, challenge conventional thinking and work collaboratively to deliver better outcomes. Whether you're leading a complex ICT procurement, delivering a new digital system, sourcing specialist training services or developing commercial strategies, you'll be part of a team that's empowered to make a difference.

We're investing in our people, our processes and our partnerships. We believe great procurement is about more than buying well. It's about building trust, driving innovation and delivering public value.

About you

Are you our missing puzzle piece?

We're looking for a dynamic, curious and collaborative procurement professional to join our Logistics & Resources Team. This is a high-impact role where your expertise will help shape how we deliver smarter, more sustainable services across Gloucestershire Fire & Rescue Service. You'll be a trusted advisor to stakeholders, leading procurement projects, supporting strategic decision-making and helping to deliver commercial solutions that provide real value to the organisation.

The role offers a diverse portfolio of procurement activity, with opportunities to support ICT, digital, workforce development and corporate services procurements. We would particularly welcome applications from candidates with experience in ICT and digital procurement. However, we are equally keen to hear from talented procurement professionals with strong transferable skills, commercial awareness and a desire to broaden their experience across a varied and interesting portfolio.

Most importantly, we're looking for someone who enjoys building relationships, solving problems and making things happen. Someone who can balance compliance with practical, outcome-focused decision making, bring fresh ideas to the table and help us continue developing a modern procurement function.

What You’ll Be Doing

• Leading and delivering compliant procurement and commercial projects across a diverse portfolio of goods, services and works.
• Producing clear, robust procurement documentation that delivers value for money and supports successful procurement outcomes.
• Developing commercial strategies and driving continuous improvement.

• Providing commercial advice and support to stakeholders, contributing to governance reports, business cases and strategic decision-making.
• Ensuring procurement activities align with legislative requirements, governance frameworks and best practice and are audit ready.
• Supporting supplier relationship management and performance improvement activities to maximise value and drive continuous improvement.
• Championing sustainability, climate objectives and social value throughout the procurement lifecycle.
• Building strong relationships across the directorate, council and with external partners.

What We’re Looking For

• Strong technical expertise and a proven track record in public sector procurement and contract management.
• Experience using procurement and contract management systems and leveraging data for decision-making.
• Experience leading complex procurement projects and providing commercial advice to stakeholders.
• Strong research and analytical skills.
• Ability to work autonomously and thrive in a fast-paced, changing environment.
• Ability to build and manage strategic supplier relationships and support positive commercial outcomes throughout the contract lifecycle.
• A natural collaborator who builds strong relationships, influences outcomes, and negotiates with clarity and confidence.
