Traffic and Active Travel Manager – shape how Gloucestershire moves

About the role

Ready to turn big ideas into safer streets, greener journeys and better-connected communities?

Shape how Gloucestershire moves. You will lead work that makes everyday journeys safer, more accessible and healthier, targeting resources where they make the greatest difference across our diverse county.

We need a people-focused leader with the energy, curiosity and drive to turn plans into progress. You will shape and deliver multi-million pound investment across our Traffic and Active Travel programmes, build strong partnerships and develop the talent and capacity of our in-house teams.

Working closely with elected members and partner organisations, you will build on high-profile work: our flagship Safer Roads and Community 20s programme, cycle and pedestrian infrastructure feeding into the Cycle Spine, bus priority investment and the digitisation of TROs. You will invest in people and champion practical innovation, using connected-vehicle data and average speed cameras to reduce collisions, online engagement platforms to capture local views and AI tools to improve productivity and our customers’ experience.

Lead change people will see. This role offers purpose, profile and room to grow your professional career while leaving a lasting legacy in Gloucestershire’s communities. If that is the challenge you want, we would love to hear from you.

About You

You do not need to have followed one perfect career path. We are interested in the impact you have made, how you lead people and your appetite for breaking down silos. You will bring:

• Significant knowledge and experience in leading highway infrastructure improvements for active travel, casualty reduction and public transport.
• Strong experience of turning strategy into deliverable road-safety, traffic or sustainable-transport programmes.
• A track record of coaching, empowering and developing people to reach their potential.
• An inclusive leadership style that creates a positive environment where different voices are heard and people can thrive.
• Confidence in managing budgets, resources and competing priorities in a complex, high-profile environment.
• Sound judgement and the confidence to shape policy and use evidence to support practical, timely decisions.
• The ability to build trusted relationships with councillors, partners and colleagues in other teams.
• A commitment to safe, high-quality delivery that meets local and national standards while welcoming new ideas.
• Curiosity about data, digital tools and AI, applying these responsibly to improve outcomes for our communities.

Build your career—and a great life—in Gloucestershire

Gloucestershire offers the best of both worlds: vibrant Gloucester and Cheltenham, thriving market towns and welcoming communities, with the Cotswolds, Forest of Dean and beautiful countryside close at hand. Excellent links to Bristol, Birmingham, Cardiff and London make it a place where you can build an exciting career without compromising your quality of life.

We will invest in your development from day one. You will have access to professional qualifications, leadership development, mentoring, learning networks and opportunities to work across major countywide programmes. Hybrid working is available in this role, balancing service needs with a mix of remote and office working.

About Us

For all your hard work, you will receive the following:
• Flexible and agile working opportunities
• 30.5 days annual leave
• An option to purchase 10 days of additional leave per year (pro rata for part-time staff)
• Family friendly employer offering benefits to help support you and your family
• Career development and qualification opportunities
• Supportive and positive working environment with regular, robust supervision
• A generous Local Government Pension Scheme (LGPS)
• Employee Assistance Programme (EAP) providing free, confidential, counselling and advice
• An in-house Occupational Health service
• Employee discount scheme
• Cycle to Work and Green Car salary sacrifice schemes
• Employee networks such as Prism (LGBT+) and Young Employees Network
